In practice: the controller forecasts how much power a site will need over the next minutes, hours, and days, cross-referencing weather, historical demand, and battery state of charge. It then continuously chooses the lowest-cost, most reliable source available: solar first, battery second, generator last, and instantly reroutes if any one of them fails.
